Can you avoid killing Hroggar?

Hroggar is under Alva’s spell. If you want to kill him, go ahead, you won’t get into trouble. But if you plan on becoming the thane of Morthal, you need him for a later quest. In order to bypass Hroggar without killing him, you need to go to Alva’s house during the day when Hroggar is working at the mill.

Go to Alva’s house. It has an adept lock on it, so shouldn’t be that hard to pick the lock. Or use the key if you pickpocketed it from either Hroggar or Alva earlier.

I’ve now found what I think is the best way to do this part:

Enter the house early in the morning, when Hroggar isn’t there.
Enter the basement, crouch in a corner, and wait/skip until Alva leaves.
Retrieve her journal, then exit the basement.
Wait at the bottom of the stairs until Hroggar leaves, then exit the house.

How do I get Falion to cure me?

Simply talk to Falion at the mound at dawn (around 5:00 am works), say “Let’s get this over with” and he will perform a ritual to cure you of your vampirism. It’s over with.

Which side of Dawnguard is better?

dawnguard gets companions, trolls and dogs, more spells, better spells, more quests, and crossbows. You can still become a vampire lord with the dawnguard, so vampires don’t get that edge. You get basically all the perks of being a vampire even if you side with the Dawnguard.
