What is the maximum Paragon level in Diablo 3?

There is no cap on Paragon levels. Players can now earn as many Paragon levels as they can, provided they contribute time. All that needs to be done is to simply fight monsters and complete quests with a hero already at lvl 70.

Seasonal definitely. You won’t leave the seasonal server for 3 months (which for your purposes, is good). This does not mean you can’t join a normal server, you just can’t equip that equipment for now (the tuvala gear is better than 99% of what you can get). The seasons server will give you everything to start off.
