Should I convince Loreius or report Cicero?

You can either convince Loreius to help him, or you can go talk to the Guard on the road and convince him that Cicero is a criminal and needs to be arrested. If you report Cicero at the end of the quest, when you join the Dark Brotherhood you can go back to the Loreius Farm and you will find Loreius’ dead body.

What happens if you don’t help Cicero?

If you report him the guard will arrest him and the farmer will give you a small reward, but sometime later the farmer and his wife will be viciously murdered by an ‘unknown’ assailant. Reporting him doesn’t change the Dark Brotherhood questline, he’ll just be a bit angry at you when he first arrives at the sanctuary.
