It’s incredibly valuable as it generates a lot of extra threat and would be useful throughout all of classic if it doesn’t get fixed. The healing is actually less relevant than the threat it generates. This is a sizable bump to tank threat generation, which means more raid DPS.

Diamond flask is a magic effect, and as far as I know, can be dispelled. Since its a magic effect it stacks will spell power, and the effect of the spell power is based on cast time, so, it appears to be working as intended.

I wear ToEP+ZHC and they have 2min CD and they are active for 15sec each. You can’t use them both at the same time so it adds up to 30sec. (Or just use 1 for 15sec, then be out of combat and swap, etc.) If you swap to a trinket that you can activate, it gets an autoCD of 30sec.
