Can anyone have a familiar in D&D?

Anybody can pay for an NPC to cast the spell, I know it’s low level so it probably won’t be very expensive but that could change based on your dm. That’s all the ways I know of to get an actual familiar. also, any class could take the magic initiate feat and take the find familiar spell.
