Gul’dan was considered the most powerful mortal warlock to have ever lived. He was able to resurrect Mannoroth, open a portal to bring out archimonde, and cause some great fear in Khadgar. Gul’dan was cunning and his skull was and probably still is a very powerful artifact.
Why is medivh alive?
Medivh is, at current, nominally alive. Aegywnn resurrected him using the last of the magics that maintained her youth, returning him to life. Medivh then went on to pull magic from Karazhan that seemed to transfigure him to some degree, so what he is now is a little more up in the air.
