The Oilboyles are hard, just stick to the fire-ELM-ATK. If I recall correctly, they can be put to sleep (so having 100 sleeps to Stat-ATK for Squall helps A LOT!) and have about 2000 HP. It should take no more than about 3 limit breaks from Squall to kill each.
