To use the transmitter to upload or download items, characters and Dino’s you must have the engram. I believe anyone can turn it on or off. I can confirm it that it can’t be turned on by anyone.

To get the tek transmitter you have to beet the dragon on beta or alpha, the ragnarok boss fight has the dragon and the manicure in it so if you do it on beta you will get the tek transmitter and other tekgrams.
