There is no singular best team for HGSS, as there are hundreds of Pokemon for you to choose from. I’d argue that with good synergy, its possible to make a good team that has a Delibird on it. That might be going a little far. Delibird has horrible stats and I would not reccommend using it unless you really know what you’re doing.
When do you get quick attack in HGSS?

Is it possible for HGSS to evolve after level up?
Additional Comments: If received from the Goldenrod Gate Keeper, it comes at a relatively high level and will evolve after leveling up once. Its Attack and Speed stats are also very good and its movepool is decent. Additional Comments: It is incredibly hard to train until evolution, but is very powerful and fast once it does evolve.
