As a f2p/premium player you need to buy the riding skill from the lotro store, after that you can buy mounts from vendors. Such as the one at Hengstacer’s Farm or the Bree Reputation vendor. As a VIP you can do that as well, or wait untill lvl 20, and do the quest at the farm to get the riding skill.
