Yes, that is a legal play. As long as the Link monster’s materials does not specify “Non-Token”, you can use Token(s) as materials. As a side note, it’s not quite “instant” as you’ve alluded to in your post, you have to activate scapegoat on the opponent’s turn to avoid that “You cannot summon other monsters” clause.
