Can I smite while raging?

Raging only prevents you from casting spells or concentrating on them, so basically any feature that isn’t using the Cast a Spell Action, is usable while Raging. This would include Smite. You wouldn’t be able to use the spells like Branding Smite, but the actual Smite ability is fair game.

Does Eldritch smite double on crit?

Because you only use your Eldritch Smite when you’ve scored a Critical Hit. 🙂 And yes, since they’re dice, they do indeed get multiplied – same as Sneak Attack.

Can I TWIN a quickened spell?

No, you can not. You can cast one Shocking Grasp as a Twinned Spell and one as a Quickened Spell though (although this is probably an inefficient use of your sorcery points).
