Why can so many Pokemon learn toxic?

Poison types now have a reason to use Toxic. If they use it, it can never miss, even if the opponent uses Fly or Dig. However, back then, Poison types can use Toxic on a Synchronize user without being Poisoned themselves. So that’s another reason to teach Toxic to a Poison type.
