tldr on finder vs scavenger: finder is a PvE perk that is supposed to increase your chance at finding that type of ammo on kill. It does not work in PvP. Any of the finder perks are irrelevant as special ammo will generally always drop if the opponent has a special weapon (which is always mostly).
