A Phoenix Down, as in the legendary bird. A tuft is a measure word for feathers, and it had never occurred to me that Phoenix Down might actually be a feather from a bird. This is notwithstanding all the animations from previous Final Fantasy games that may have shown feathers being dropped on the targeted character.
