Is prefixes Cannot be changed a suffix?

Decided to do some crafting, and got a shaped sceptre that I liked with 1 prefix and 2 suffixes. Crafted Prefixes cannot be changed and scoured. After the scour my item went from rare to magic with just the 1 prefix.
