Can you tone over pink hair?

I would suggest no to toning. The only time used a commercial tone was on near white or white hair. What you try to do to the orange will also affect the pink. Unless by some miracle able to separate the very thin strands of orange intermixed with the pink.

What happens when you use purple shampoo on pink hair?

A purple shampoo should have some type of fade fighting complex that neutralizes brassy hair and enhances the tones of blonde, and in your case, pink. It will probably turn you more of a cool pink. So purple rather then peach.
