drag and drop onto the background layer, I believe is the method. Upload the image to roll20 and drag/drop onto the background layer. Roll20 also has tools for aligning maps to grid if that makes it easier at all. Strongly recommend using the tool.

We use Roll20 in our table top games. It’s so much easier to make maps, and to use pictures instead of buying a bunch of miniatures. I do spend a lot of time make my maps and encounters, but it looks so good! It’s also fun to just make friends online by joining/running games on Roll20.

Is foundry better than Roll20?

Foundry VTT is, in my opinion, a better online RPG solution than Fantasy Grounds or Roll20. The quality is on par with Fantasy Grounds, but the cost is WAY lower, and the customization options are game changing. I’ll likely continue using Foundry to help me run my games even after we start playing face to face again.

With Roll20, THEY control what content appears or doesn’t appear because they control the servers. With Foundry, everything you run is on your server–ergo–you can get to the data files (packs). So people passing packs around would be impossible to control.
