248 HP EVs allow Walrein to switch into Stealth Rock four times and, paired with 252 Special Defense EVs and a Calm nature, make it as specially bulky as possible. Leftovers gives Walrein a bit of recovery per turn.

Walrein does not spawn in the wild. Instead you can catch Spheal and evolve it into Walrein. A popular spawn location you can find Spheal is in the Frigid Sea area with a 45% chance to spawn during Normal weather.

Walrein finally has stats befitting a final-stage Pokémon. It has pretty balanced stats; high HP, good special attack and good defenses which combined with those HP makes it quite bulky. You still had to baby it for a while that is made longer by Spheal and Sealeo being pretty mediocre Pokémon.

Can Walrein learn surf?

No. In fact, Water Gun is the ONLY Water-type move Walrein can learn via level-up. If you want a stronger Water-type move for Walrein, you’ll have to trade it to GBA games and teach it Surf/Waterfall via HMs(which you don’t get in this game), or use that Water Pulse TM.
