Cities Skylines is the better game. I actually probably put more time into SimCity 2013 but I agree that Skylines is overall a better game. I kinda get Skylines vibes from Frostpunk and enjoy it a lot more too. Skylines is a great game but can feel like a traffic management game at of the time.
