What do you do with togepi in HeartGold?

Togepi is a baby Pokemon which evolves into Togetic when it has high enough levels of happiness. Togetic will then evolve into Togekiss when it is exposed to Shiny Stone.

How do you make togepi happy fast?

This is what I do.

Give Pokemon a Soothe Bell.
Use toys and play with the Pokemon for about 3mins.
Cook a curry meal.
Exit camp. The Pokemon should level from 1-4.
It evolves.
