How does the 30 instance lockout work?

The 30 instance lockout only affects an individual WoW account, not the whole Blizzard account. (Speculation) The lockouts last for 24 hours starting with the end of the first dungeon, so if you do a 30 instance marathon, the lockouts start expiring 24 hours after you completed the first run.

What is instance lockout?

Once you kill a boss in a heroic dungeon or raid, you receive an instance lock with respect to that boss. While the instance lock is in place, you can’t enter any copy of the instance in which the boss is alive, nor can you queue for it in the Dungeon Finder.
