When someone builds a settlement in the middle of another player’s road, the road is split in two. This can cause the Longest Road bonus card to shift to a different player, including the person who built the settlement. In other words… yes.
Can you place a settlement anywhere?
Yes. You may build new roads or settlements anywhere that you have already built to. Only if you had road on both sides of the settlement before it was built are you able to continue building on both sides of the break in your Road.

Yes. You can build the settlement in the middle of an opponent’s road (as long as your own road connects to it and there is at least one gap before any other existing settlements). Yes. It does affect the longest road: the road stops at the settlement for counting purposes, and starts again at the other side.

The Longest Road is a special card included in Catan and is worth 2 victory points. The first player to have 5 or more continuous road segments, from one point to another without doubling back, may claim this card. If a different player gains a longer continuous road, they may claim the card from the current holder.
