You can play them in Casual (not a “sanctioned” format, aka no events for it), Legacy, Vintage (I think?), and in EDH (also not a “sanctioned” format, but stores hold events for it, but no DCI rating). Not Standard or Modern, but those formats are pretty expensive.

WOTC isn’t going to stop printing paper MTG and WOTC is going to go back to hosting tournaments by mid 2021. However, their focus and shift will be away from paper and they will never turn back. They will increasingly cater to whales (who provide greater margins) and print less-and-less product.

Every card can, and does, go up and down in value, sometimes in incredibly volatile ways. Each card can become popular for a new deck that is being used in competitions. This will always make the price go up. But the deck that has gone out of fashion will have its cards drop in value.
