Will URZA be banned?

The card is nowhere near banworthy. The commanders that are banned (Braids and Leovold) aren’t banned for power level reasons, they’re banned for completely shutting people out of the game, in both casual and competitive games. Urza doesn’t do that. Paradox Engine might go soon, but Urza is almost certainly safe.

Yes, as long as it’s not a creature. Only creatures are affected by summoning sickness. If March of the Machines was in play or Ratchet Bomb became a creature by other means, you wouldn’t be able to tap it if it came under your control that turn. Otherwise, it can tap immediately.
