How do you fly in Shadowlands?

Unlocking flying will be achieved through the 9.1 Covenant campaign. An item called Memories of Sunless Skies, which will be unlocked early on in the campaign, will allow you to ride flying mounts on all of your 50+ characters.

Do you need epic riding to get flying?

Technically, no. You will however need the “epic” riding skill before you can learn to fly (assuming blizzard doesn’t make changes to the system for classic tbc). if you have 60% mount and can postpone purchase of 100% until pre-patch TBC relase, then you may save about 300g.

Can you fly in Outland?

Yes. You need to buy Expert Riding to fly in Outland. Flying in other areas needs additional training, and Artisan/Master Riding will increase your flight speed but won’t by themselves let you fly anywhere new. Expert riding, which allows you to fly in Outland, can be purchased for 250 gold at level 60.
