The location for the Pandaria portal changed with patch 8.1. 5. After the change, the Alliance Portal Room is located within the Wizard’s Sanctum, in the Mage Quarter in Stormwind, and the Horde Portal Room is located inside the Gates of Orgrimmar, just before entering the Valley of Strength.

Almost every decently sized city and town has one. You can also create them for dirt cheap as an engineer for anyone to use wherever you want. There’s also a forge a bit to the left of the inn at Halfhill Market (and by left I mean if you’re walking out of the front door.)
Is there a forge in bloodhoof village?
Head along the path north out of Bloodhoof and then head west. The camp is up a hill. The forge is at the back of the camp– you can easily collect all 5 picks as you fight your way back there.
