So yeah, a Genasi can have Elf parents.

Can an air Genasi drown?

In my game, we played it so an air genasi could stay underwater indefinitely, or otherwise hold their breath anywhere. However, because they are holding their breath, they can’t talk, use verbal components, or anything else Mjolnirbear listed.

Water Genasi can. Technically air genasi can too. They are always able to breath on account of being part air. I believe Warforged can “breathe” under water as well.

Yes, but they verbalize differently to take advantage of their more dense surroundings. And you don’t need to breath underwater to speak underwater, either. I would say that if one was able to breath water, the water would actually be going in and out of your lungs.
