Ursoc indeed deals too much damage to be killed solo yet in my opinion, but maybe in a few weeks with 470 ilvl and corruption bonuses. I’ve soloed it on my ilvl 442 arcane mage pretty easily , but as you said, he has high burst damage.

Can I solo NY Alotha the waking city?

You can’t solo legion mythic raids yet. With that in mind, if they don’t change the current system don’t expect to be able to solo nyalotha at all during SL or maybe even next xpac (on mythic difficulty at least). You can solo Emerald Nightmare on mythic, id assume Nighthold too.
