You can turn Runecloth to this NPC only if you have completed the donation of wool, silk and mageeave BEFORE. If you havent completed those, the option to donate runecloth wont show up.

Usually the best thing you can do is complete all the quests that give Orgrimmar rep. After you run out of quests, you just need to farm cloth and turn it in for rep. You can get it pretty quickly if you happen to have enough gold to just buy all the cloth you need.
