Does Skarner scale with AP?

So I was testing the new Skarner in a bot game and noticed some things. Every single one of his abilities has AP scaling. Especially his shield scales with a lot of AP (0.8) and his R has a 1.0 AP scaling, too. The only AD scaling he has is on one part of his Q and it’s bonus AD.

QSS negates skarner ult, but you still have e stun, zilean double bomb, senna root, rakan cc etc – I think it’s a super difficult game to play for Eve.
