Casting Green-Flame Blade is the Cast A Spell action, despite it resulting in an attack. So you can use your haste action to attack, and that will enable you to use your bonus action for your off-hand while your main action casts Green Flame Blade.
Can Eldritch Knight Use green flame?
No. It is an action to cast and that’s your turn. It doesn’t get activated when you attack, attacking is part of casting the spell.
