They are still available. I got my DK mount a month or two into BFA. Niles: I just got the Breaching the Tomb achievement this afternoon on my paladin, but am unable to see any quest to start the mount questline at the known questgiver.

What is the fastest way to farm armies of Legionfall rep?
Just do all the quests and world quests, and get rep tokens from class hall missions and the Kirin Tor emissary reward if it’s up. Armies of Legionfall is one of if not the fastest Legion rep grind there is, so it shouldn’t take too long. Doing the Legionfall campaign is enough to get you Revered and then some.

If you even do half questing half dungeon/pvp grind to level 100-110 you’ll most likely be friendly with all these factions.
