- Travel to Nessus and go to Watcher’s Grave.
- Once there, travel up to the Barge with the Emperor’s Envoy, Werner 99-45.
- Next to the Frame is a new chest.
- Open it with the usual 5,000 Glimmer Tithe.
- This gets the quest started.

Open the Chest Next to Werner-99 on Nessus Head on over to Werner-99 on Nessus and pay the 5,000 Glimmer tithe to open the chest next to him. It will instruct you to go to the Tribute Hall on the Leviathan.
