You are forced to reach the top of Tartarus by the end of the game. Nobody will get Tired or go home (I might be wrong about whether or not party members get Tired, but I don’t think they do), and the game just plain won’t continue until you reach the top floor, which was barred by a barrier previously.

It doesn’t matter how often you go to Tartarus (under the assumption you go at least once a month)… but you shouldn’t ever have to go more than the number of bosses in the current section+1. There’s no clock in Tartarus. Once you go in, you can stay as long as you like.

The best way is to rush through the floors till you get to a boss floor that lets you teleport back to it when you use it to return to base. Other then that you could find the smaller green teleports on random floors but they wont let you teleport back to them once you leave.

You can fuse them all if you’ve maxed all your social links and done almost all of the Mementos requests. Some Personas are locked behind obtaining items to fuse them or behind confidant levels. DLC Personas are definitely not included.
