You can swap from one spec to the other whenever you need it. Most smart thing is to level as havoc (it’s way, way faster) then swapping to vengeance to kill big elites or go to dungeons. Havoc will kill things faster, but with Vengeance you will NEVER die as long as you know what your abilities do.
