Why didn’t the forerunners kill the flood?

The Halo rings were never designed to kill and destroy the Flood, it was designed to kill every living thing existing in the whole galaxy to starve Flood. Flood starving would devolve it and it succeeded in doing so but only because it managed to devolved it, it doesn’t really remove it.

Are there flood on every Halo ring?
