Can you attack after evolving a Pokemon?

Unless you’re talking about Mega Evolution, yes. Most of the time yes. There are exceptions like if you play forest of giant plans on turn 1, and evolve something. You can get the evolution on that same turn, but you still aren’t allowed to attack since it’s T1.

Can you evolve first turn?

No one can evolve first turn. You can’t evolve a pokemon unless it has been in play for an entire turn. As pokemon evolutions count as new pokemon in game terms, that means you can only evolve a pokemon one stage per turn, so no going from basic-> stage1 -> stage2 in a single turn.
