Firstly, Polearm proficiency was added to Druids in WotLK in Patch 3.0. Druids can use them, but they can only use one. Given that they already use their ‘fists’ a lot in their primal forms, I think it makes sense for them to be able to dual-wield fist weapons, and perhaps only fist weapons.

So a two-handed weapon with Agility is about your only choice. Most of these are staves or polearms, though especially in the lower-level section, there are some good two-handed maces as well, most notably the Heirloom Re-Engineered Lava Dredger.
Does weapon damage affect feral druids Shadowlands?
Given that, no, abilities do no scale off of weapon damage/ratio. But cat form increases attack speed by 40%. So a 2-hander with a high damage is the way to go.
