No, an overkill power supply will not damage your PC. PSU’s are generally most efficient at half load, so if your machine uses 350 watts max, getting a 650 or 750 watt psu would save energy, and a 1000 watt would waste a little. Beyond that, there’s no reason to go small other than size of the actual unit.
Is 700w PSU too much?
Generally a psu performs it’s most efficiently at @50-70% of rated power. So a 500w draw pc on a 700w psu is usually fine. This does not take into consideration psu quality.

As long as it’s from a reputable company and it has enough to power your system, it should be fine. On the plus side, having an overkill PSU will make it more efficient and cooler (at 70% ish of your usage I think). Your system will only draw the amount of power it needs so having the extra headroom isn’t a bad thing.

I’ve had my current PSU, a 1000 watt antec quarto, for close to 10 years. A good PSU will last until the spec for cables change, or until it sacrifices itself to block a surge. They are almost the most durable part of the computer if from a good brand and properly cooled.

The PSU is the build below should work fine, unless you’re planning on adding another GPU or a bunch more storage. If you want to be really safe and keep alot of free wattage for additions or potential upgrades, and definitely if you’re planning to SLI in the future, just keep the 1000W.
Do you really need a 1000W power supply?
Having an overkill power supply is a good thing. If you have a 300 watt power supply that’s running at 280 watts constantly, it will produce heat and function less effeciently. A 1000 watts powersupply will only use 600 watts if that’s what your machine consumes. So, a bigger power supply is recommended!
