Constructs are immune to death effects, Disease, mind-affecting effects (charms, compulsions, phantasms, patterns, and morale effects), Necromancy effects, paralysis, Poison, sleep, stun, and any effect that requires a Fortitude save (unless the effect also works on objects, or is harmless).
Are constructs immune to Frightened?
Undead and constructs are likely immune to the Frightened condition, but many more are out there.
Are constructs immune to being charmed?
It can’t be charmed. It is immune to poison damage and the poisoned condition. It gains darkvision with a range of 60 feet if it doesn’t have it already. It understands the languages you can speak when you create it, but it can’t speak.

The user can change fear into tools, objects, weapons and other items, create semi-living constructs and/or create structures of varying permanence. Users who have mastered this ability can use it for almost any situation, creating anything they need.

If anything, they’re even more brutish than the average brute, because of their immunities to normal weapons and to many debilitating conditions (they can be incapacitated, knocked prone, restrained or stunned, but not charmed, frightened, paralyzed, petrified or poisoned).

in case it matters, neither undead nor most constructs are susceptible to Sleep. (Undead are called out by name, most constructs inherit Sleep immunity from their immunity to being charmed. Modrons, however, are not immune to being charmed and thus not immune to being put to Sleep.)

There’s no rule that causes monstrosities and aberrations to be immune to the charmed condition. There’s no class or subclass that gets an aberration or monstrosity as a feature. Your options are Charm Monster or good old-fashioned role-playing with the DM’s blessing.

So, by default any character can attune to any item that requires attunement. If the item has a prerequisite, then only those who meet the prerequisite can attune to it.
