Can I travel to solstheim before Dragonborn?

To begin Dragonborn, you must travel to Solstheim. After having started this quest, you will soon run into a group of Cultists when traveling around the world that will discuss Dragonborn’s questline. It is possible to travel to Solstheim and begin the questline without speaking with the Cultists entirely.

To get you on the right track, go on the Windhelm Docks. Get outside from Widhelm through the side doors and find your way through the docks. From there, you will see two ships. Find Gjalund Salt-Sage and pay him 250 gold to get you to Solstheim.
