It effectively is a “fancy” disguise self, and there is nothing wrong with that because it is also basically a “perfect” disguise self. The Whispers bard perfect replicates the targets appearance, mannerisms, and gives you basically all non-secret knowledge of the target and gives you a bonus on checks to pass it off.
