She’s part of the God race that Gwyn, Gwndolin, etc. are a part of, they can’t go hollow under regular circumstances. Lorian and Lothric(give or take Ocellote. We don’t care about him in this theory), as far as I know, are the only half-human half-God characters in the series.

Why does Gwyndolin have snake legs?

Is Gwyndolin made of snakes?
Maybe because they kinda reinforced the imagery of a god of deceit and illusion that Gwyndolin has. They’re actually snakes, not tentacles. Which is even more eyebrow-raising, given what item descriptions have to say about snakes.
Why was Gwyndolin raised as a woman?
It was because he was exceptionally good at moon magic (or whatever it is that he does), which was considered a female trait. And adding to that, he was of frail appearance. And as a result to that, in a almost-feudal reign as the one of the gods, it’s better for Gwyndolin to be a girl.
